The Failure of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Immense energy is expended on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through current data. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Soon after, a heavy machine gun fired at a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to substitute in the short term.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, certainly, endure.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington works based on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unrealistic to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not change more in its advantage in the near future.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its advantage.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be much harder after current events, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
